1. Guard / Security Officer

The Port of Lake Charles is seeking candidates for the position of Guard. This is a full-time state Civil Service position that includes benefits. No test is required.

Starting salary is $10.25 per hour.

This position is under the general supervision of the Lake Charles Harbor and Terminal District’s (Port of Lake Charles) Harbor Police Lieutenant and involves manning fixed guard posts, assuring access control, detection and prevention of threats to Port property and personnel, and compliance with the goals and objectives of the Harbor Police & Security Department.

Primary functions include: monitoring closed circuit television in the command center, patrolling grounds, documenting visitors, checking credentials for entry and dispatching calls.

High School Diploma or GED must be provided. It is preferred that the candidate possess basic abilities and experience with Microsoft Word, Microsoft Excel, and experience in the writing and preparation of basic reports. Must demonstrate effective verbal and written communication skills. Prior military, police or security experience preferred. Also prefer six (6) months experience in the types of duties outlined above or acceptable equivalent experience. Must be available to work 12 hour rotating shifts including weekends, nights, and holidays. The successful candidate must be willing to undergo and pass a complete, extensive personnel and criminal background investigation, as well as pass a physical exam, which includes drug screening. Must possess a valid driver’s license and have a good driving record. Must possess or be eligible to obtain and maintain a Transportation Workers’ Identification Credential (TWIC) in accordance with 33CFR101.514 (TWIC Requirement).

Physical abilities such as standing, stooping, bending, walking, running, pushing, pulling, climbing, lifting 30 pounds or more, work outdoors in all types of weather and work around waterfront are required in order to fulfill the duties of this position.

Below is the actual job description specific to the Port of Lake Charles:

Maintains security of facilities and grounds in accordance with local, state and federal laws, and the U.S. Department of Homeland Security’s Transportation Worker Identification Credential (TWIC) regulations; as well as maintaining traffic and parking control for the Lake Charles Harbor & Terminal District (Port of Lake Charles); Assists the District’s Harbor Police Department, an armed, uniformed and commissioned police force, and the contract gate guard service as needed Physical abilities such as standing, stooping, bending, walking, running, pushing, pulling, climbing, lifting 30 pounds or more; work outdoors in all types of weather and work around waterfront are required in order to fulfill the duties of this position. May be required to function as an essential employee in pre or post-disaster preparedness or activities

45% Staffs the District’s Command and Control Center facility, which must be manned at all times;
Observes camera monitors which record activity at various locations on District property;
Answers emergency telephones;
Dispatches police personnel as needed;
Answers questions from the public regarding hours of operation, directions to facility, etc.;
Obtains identification documents and completes forms for visitors requiring a TWIC escort;
Issues TWIC “Under Escort” tags;
Patrols District grounds on foot or by vehicle;
Checks security of buildings and grounds;
Secures minor disturbances and situations;
Offers minor first aid, when necessary, until medical help arrives;
Assists contract gate guard service;
Mans fixed security guard gates / access points

45% Maintains watch of gates as trains enter by rail, ensuring that those required have a TWIC;
Ensures that gates are closed after train’s arrival and/or departure;
Directs traffic when needed;
Monitors persons entering and exiting District property;
Ensures that persons entering and on secure District property possess a TWIC; Monitors parking on docks

10% Performs basic maintenance on equipment assigned to this position, including daily upkeep of the vehicle;
Assists in housekeeping duties at the Command Center

Performs other duties as needed or assigned


2. Administrative Coordinator

The Port of Lake Charles is seeking candidates for the position of Administrative Coordinator 2 or 3. This is a full-time state Civil Service position, which includes benefits. Duties include overseeing the administrative and office functions for maintenance craftsmen and the railroad maintenance department; as well as, requisitioning materials and supplies for the Lake Charles Harbor & Terminal District’s (Port’s) mechanics shop, railroad maintenance department and others.

A passing score on the Civil Service Office Support Exam (8500-OSE) is required – no exemptions. The position is in a Career Progression Group and may be filled at either level (Administrative Coordinator 2 or 3), depending upon experience. Testing locations and times, required experience and qualifications, and minimum salary information for each level may be accessed on the Civil Service website listed below.

A TWIC card is required to work on Port premises.

Below is the actual job description specific to the Port of Lake Charles:

Oversees the administrative and office functions for maintenance craftsmen & the railroad maintenance department. Requisitions materials and supplies for the Lake Charles Harbor & Terminal District’s (Port of Lake Charles) mechanics shop, railroad maintenance department and others as directed by the District’s Port Facility Maintenance Manager. This is a Career Progression Group and may be under filled at a lower level. The District shall define and set requirements for the criteria needed for advancement to the next level in the series. This may include specific education or work-related experience obtained at this agency or through former employment.

50% Maintains administrative workflow by developing and reporting procedures, documenting and reporting any needed actions directly to the Maintenance Manager;
Communicates important personnel matters that may occur with maintenance departmental personnel, requiring the attention of the Maintenance Manager;
Enter my timesheet on a daily basis;
Collects the mechanics’ leave slips and submits inner office mail to the proper departments;
Accommodates the railroad department Foreman with effective weekly and monthly railroad track inspections filing;
Organizes and files completed railroad inspections with documentation in accordance with FRA regulations;
Provides clerical assistance to the Port Facility Maintenance Manager;
Compiles data for travel documentation;
Helps manage the day to day operations of the mechanics shop at City Docks in the absence of the Maintenance Manager;
Maintains charge-back records, and maintains a $100.00 blanket authorization for purchases;
Under the direction of Port Facility Maintenance Manager, files (DHH) reports for drinking water and mails all correspondence pertaining to (DHH) for the Maintenance Manager.

25% Gauges, monitors and logs daily departmental fuel usage for the District’s City Docks Facility;
Maintains fuel for over one-hundred (100) District assets including vehicles and industrial equipment;
Performs chlorine testing for three (3) water sampling stations at City Docks daily;
Calculates and logs in each transaction in Trak engineering fuel man computer program.

25% Maintains a great rapport with sales representatives, communicating the need and quality of material and supplies that are needed;
Creates and interprets proper inventory supply level;
Tracks supplies by generating control numbers, labeling and setting up proper locations in which to store the merchandise;
Submits in electronic computer system daily, each numerical spare part transaction;
Ensures the required product quality and quantities are received;
Submits electronic requisitions for various departments;
Obtains quotes for supplies from various vendors;
Orders and maintains material quantities, for Facilities and Grounds Maintenance Department, the Railroad Maintenance Department, the Automated Terminal and others as directed by the Maintenance Manager;
Creates part numbers and enters data to properly maintain inventory supply levels;
Labels and sets up proper inventory locations;
Enters inventory transactions daily;
Issues safety supplies to all departments;
Orders all safety supplies;
Orders uniforms for City Dock employees.

Performs other duties as needed or required

CRITERIA FOR ADVANCEMENT IN THE CAREER PROGRESSION GROUP
Basis for advancement requires that an employee must be on permanent status and possess the minimum qualifications required by Civil Service. The employee must have demonstrated cooperation, a willingness to work, acceptable, safe, job performance, an overall understanding and skill to perform these duties and earned an overall rating of at least “Successful” on his/her last Performance Evaluation. The employee must have received recommendation for advancement from his/her supervisors and approval by the Appointing Authority (Executive Director).
